Register makes an account that lives on this device, as a file the browser saves: a key pair, your name, and whatever the site grants you. The site keeps no record of it — signing in is loading the file.
There is no recovery. A lost file is a lost account; whoever holds the file holds the account. A passphrase seals the secret inside it; without one the file is plain and your device protects it.
